Baal Kagan is a Novice of the Brotherhood who stays in the New Camp far from the Swamp Camp. On behalf of the sect, he recruits for their faith and maintains the connection to the brothers. A quiet representative of the Brotherhood outside their swamp.

He's supposed to recruit people for the Brotherhood, but limits himself to trading in Swampweed.
